Thank you for continuing to send whistleblower comments and information. One that recently caught our eye is an email regarding the large signs erected in multiple high-traffic areas around Rescue. Who approved these signs? Why are they still up after nearly a year? Who is responsible for enforcing the penalties for overstaying signage limits?

It raises a serious question: Are certain officials in Rescue and El Dorado County working against Native American-led projects by allowing these signs to remain indefinitely, creating unnecessary fear and opposition? Who are the actual bad actors behind this?

We recently received information from someone who works as a Planner in another city. She expressed interest in the delays surrounding the Native American projects in El Dorado County and questioned why permits are not being issued. Her insight was astonishing—she pointed out that anyone who knows how to read, planner or not, can see that these projects are, in fact, exempt from zoning and CEQA under State Law.
So the big question remains: Why are these projects still being held up in Planning if Planning doesn’t even have jurisdiction over them? Our research confirms that two of these projects—the Perinatal Residential facility in Rescue and the Wellness Center—already have approvals from both the Fire Department and the Building Department.
So why is Planning refusing to issue the permits? Is this a deliberate move to stall the projects? Who is behind it? We know that Karen Garner is the Director of Planning—it’s time to hold her accountable. Garner, you are not above the law. Release the permits.

We received confidential information pointing to something deeply troubling. Supervisor Lori Parlin was put in charge of overseeing Native American projects in El Dorado County, specifically in Rescue and Shingle Springs. On the surface, this might seem logical since these projects are in her district—but there’s more to the story.
A whistleblower provided a video link from a January 30th Supervisor Meeting, where Parlin referred to these projects—or possibly all residential facilities—as “egregious.” This is a serious issue. When a public official openly expresses personal bias against a project they are supposed to oversee, it raises major ethical concerns.
The consequences? A clear conflict of interest. If Parlin has already deemed these projects “egregious,” how can she be trusted to ensure they receive fair and unbiased treatment? The answer is simple: She can’t.
Parlin needs to recuse herself immediately. She cannot lead these projects while actively working against them.
